Smooth Scroll Up is a lightweight plugin that creates a customizable back to top feature in your WordPress website.

Installed the plugin, chose an icon, set the “Distance from top before displaying scroll up element” to 800px, and it works beautifully. There are more configuration options but the defaults would work for most situations. Kudos!
